Where a local estimate is one work type in detail, the summary calculation and the summary estimate are two levels of consolidation above it, each adding something new.
Summary calculation
It consolidates local estimates by work type or structural element, showing each line's cost split into wages, materials and plant plus labour input in man-hours. This is where overheads as a percentage — with occupational safety shown separately — and profit as a percentage appear.
Construction summary estimate
An object-level document: the list of objects with their costs, the total and VAT, signed with a certificate number.
Estimated contract price summary
The client's own document, approved by the client. Besides object totals it carries a financial contingency for unforeseen work, VAT, and the other construction-related costs: construction supervision, author supervision, survey and design, and expert review.
That is where it becomes clear that the works estimate and the project budget are not the same thing.
Which document when
Below €71,150 a local estimate suffices; between €71,150 and €142,290 local estimates plus a summary estimate; above €142,290 all three levels. If no summary estimate is prepared, the contingency goes into the summary calculation.
